President's Letter to Members

Fellow Members of the Lake Tahoe Park Association,

I hope you the past year was a good one for you and your families.

As you may or may not have noticed, you have a new president of the Board of Directors. At the September 5, 2009, Board of Directors meeting I was elected to succeed Bob Thomas, who retired as your Board's President. I have large shoes to fill indeed!!

Bob served as President of the Lake Tahoe Park Association Board of Directors for five years. It was a labor of love for him. Bob and his family have been members of the Lake Tahoe Park Association since Bob was 10 years old (you will have to guess how long that has been). Few members have the strong attachment to our beach property that Bob has, and none has served it so well. Bob will continue to serve us as a member of your board. Please offer Bob a heart-felt thanks next time you see him.

New officers: In addition to the undersigned, the following Board Members were elected as officers for the coming year: Bev Hemphill, Vice President; Nancy Morse, Secretary; and Greg Gilbert, was reelected Treasurer.

Reflective of our difficult economic times, last year we have attempted to maintain the beach properties at a high level while living within our operations budget with no assessment increases or special assessments. For the coming year, the Board approved an assessment increase of $25 to $260 for the year to ensure that some of our deferred maintenance projects, such as bulkhead replacement, can be accomplished. Here are the accomplishments achieved this year:

  1. Initiated and competed a new leaner staffing program.
  2. Implemented our work order/purchase order program to keep tighter control over purchasing with excellent results.
  3. Brought our website information up to date including all the meeting minutes.
  4. Completed maintenance on the exterior fence posts. (sealing & staining)
  5. Completed Placer County "defensible space" inspection with only minimal requirements needed and completed. Received a near perfect report due to previous years work in the park.
  6. Completed TRPA compliance inspection and received their compliance certificate with no additional work needed.
  7. Compiled all the buoy field requirements, including GPS coordinates on each of our buoys, buoy maintenance records (thanks to last year's work), etc. and submitted all requirements a month in advance of the deadline to Jan Brisco who processed the documents for us with TRPA. We now have all 50 permits and stickers for our buoy field.
  8. Completed repairing the bumpers on the piers while the water level is low.

All of these items were done with a minimum of expense, thus keeping our goal of carrying forward as much funds as possible into 2010 to support more expensive maintenance projects.

What is in store for the next year:

  1. Complete new signage installation in the park.
  2. Repair the north beach stairs including a railing using traditional railroad tie type material.
  3. Finish step platform for north pier to allow easier access onto pier.
  4. Purchase 4 new BBQ  grills to replace old worn out ones.
  5. Depending upon available funding, replace bulkheads and fencing by table 20, table 9 and table 4.
  6. Replace volleyball net posts to bring court up to playground code.
  7. Raise the entry gate fence to accommodate taller people.

Triangle (Gas Station) Property Status: In addition to the maintenance projects listed above, we are stepping up our efforts to close out the environmental clean up on the Triangle Property. Our goal is to resolve this long standing issue by the end of 2010.

Facilities Maintenance/Repairs/Improvements: Longer term possible projects will include completion of all bulkhead repairs and replacement of fencing above those bulkheads consistent with safety and building codes. We are also looking at the feasibility of installing two bocce ball courts between the volleyball and basketball court areas.

Key date/deadline reminders-

March 26, 2010, last day for submission of full or half season buoy applications.
May 1, 2010, park opens for the season.
May 21, 2010, buoy field opens
June 15, 2010, last day for receipt of annual assessment before keys are deactivated.
July 3, 2010, Annual Membership Meeting at beach at 11:00 am.
August 1, 2010, date first half season boats are to be removed from buoys.
October 3, 2010, buoy field closes—all boats are to be off buoys.
November 1, 2010, park facilities close for season.

Request for assistance: We need help from those of you who rent or lend out your Tahoe Park homes. Please advise your tenants/visitors that they are expected to follow all Tahoe Park Beach rules. Of particular concern is the use of the piers for sunbathing and picnicking so as to result in obstruction of the piers to access by boaters, youngsters throwing rocks; and diving off the piers and swimming in the boat landing area—two extraordinarily dangerous activities. Those who do not want to follow the Park Rules and Regulations will be asked to leave.
