Annual Property Owners Meeting, July 6, 2002

Richard J. Wilson, Manager, opened the meeting at 11:05 a.m. by introducing each director and the on-site employees. Wilson hard expressed his appreciation for the outstanding efforts made by the on-site staff and also the individuals who helped with the administration of the Association.

The financial statement was reviewed by Wilson, which included an explanation of the annual variation in income and expenses for the year 2000-2001. The explanation is also included in the Manager’s commentary attached to the financial statements. The annual dues for 2001 were $185.00. An additional fee is being charged at the time of transfer of ownership. New owners are being issued a one-time charge of $1,000. This assessment is based on the same rules used by the County property tax assessor. Family transfers do not pay the new fee. The expenses were reviewed and there was some concern from the membership about the increase in cost of our phone service. The increase in cost, was due to the use of Nextel cellular phones.

The annual assessment for 2002 was set by the Board and announced to the membership. The assessment for 2002 will be 1% of a property annual assessment value with a maximum cap of $205.00. The rate was increased by $20.00 per year.

The operating policy of the beach was also reviewed. Two areas, which were discussed, included the “No” dog policy and “No” drinking policy by minors on the property. The Manager, Richard J. Wilson, also reviewed the buoy system and rates. The buoy rates increased by $50.00 for seasonal fees, half season and weekly fees. The selection of the buoy was reviewed, explaining how the system works. The Manager encouraged interested parties to attend the meeting for the buoy assignments the first Saturday of May at 10:00 a.m.. The meeting is held at the beach. One member suggested that the Board consider having the buoy selections at an earlier date in order to make the planning easier for buoy applicants.

The membership and board discussed the use of the beach for large parties and weddings and the policies associated with these activities. Currently large parties and weddings are being allowed in May, June, September, and October. The Association has not been charging a fee for the use of the beach and it was suggested we look into that option. A committee of members was created to research what other organizations are doing and what fees we should be charging, if any.

Steve Osborn, President, summarized the status of the construction of the restrooms. We have been waiting, for the final approval from TRPA based on the modifications of the condition to remove the south fence and to allow the public to access our beach. We believe the TRPA will approve the existence of the fence but it is taking more time than expected. Hopefully we will receive the approval by this fall. When and if we get final approval for construction of the restrooms, they will be built behind the current portable restrooms next to the fence.

The status of the gas station property was reviewed. Progress toward the closure is very slow, but is making progress. We are testing wells on a semi-Annual basis. The results are holding constantly with some minor contamination but a stable flume, which is not affecting the lake. The majority of the cost of operation is being paid by the state’s clean up fund.

Bob Thomas, Director, had done research on the playground equipment and the current safety standards for playgrounds. A membership committee was set up to help with the research. The committee will report to the board in September and provide information pertaining to the cost of an updated system.

Pete Hutchins, Director, opened up the discussion for handicapped access to the picnic tables, beach and piers. He and several other volunteers are looking into the requirements for access ramps and their costs.

A General discussion was held with concern about the membership dues increasing. Some members would like to keep the cost down and not get involved with any new expenses or improvements to the beach. Wilson informed the membership that a Web site is being set-up for the Association. The web address is www.laketahoeparkassociation.com. The site will provide information and photos of the park.

The final action of the meeting was to elect directors for the next year. Two directors’ Pete Hutchins and Steve Osborn were up for reelection. Nominations were taken from the floor. Each nominee made a presentation to the membership. A vote was taken and Hutchins, Osborn and a new director Cindy Denny were elected.

The meeting ended at 12:00 noon.
