Annual Property Owners Meeting, July 5, 2003

The meeting opened at 11:00 AM. Steve Osborn introduced the Board of Directors and the Manager.

Steve Osborn was pleased to announce to the membership that after many years of effort we had finally received approval from the TRPA, Placer County and various other agencies to construct restrooms in the park. The permit provides us with approval and allows the south fence protecting our site from unobstructed access to our beach by the general public. The membership was very pleased with the information and looking forward to the construction.

Richard Wilson, the Manager emphasized how great an achievement the restroom permit was and how important it was to be allowed to maintain the south fence in its present position.

The next topic presented by the Manager was a review of the annual financial statement. The statements are now posted on the Internet at, www.laketahoeparkassociation.com, and are no longer mailed to each member unless requested. The statement was handed out at the meeting and Rich reviewed areas where changes had occurred from 2001 to 2002. Buoy revenue dropped because our first row of buoys could not be used during the last half of the summer. We now have a new income source generated from a new membership fee of $1,000, which is charged when a change in ownership of the property takes place. This source generated $27,000 in the year 2002. Weddings are also becoming a source of income. We now hold these activities during May, June, September, and October. On the expense side we had an increase in insurance cost, spent money on employee uniforms, and set up a web page. On the balance sheet we had an adjustment for accounts receivable. The Association wrote off old accounts receivable, which were posted against unbuildable properties.

The membership asked several questions after the financial review. One member asked why our legal cost increased by 40%. The answer was because of the cost to implement the restroom permit and additional services required by the gas station property. A second question was asked about our increase in trash cost. The answer was that the cost depends on the length of the season and amount of use the site gets.

Greg Gilbert a professional accountant and Board member addressed the membership with the annual assessment rate for 2004. The Board after considerable discussion and review concerning a need for additional income due to increase in the cost for the restroom construction and for the need to establish a maintenance reserve account made a motion to keep the annual assessment at $205.00 for 2004 and to create a special one time assessment for $100 effective September 1, 2003. The special assessment will raise approximately $70,000 and cover the extra restroom cost and provided us with a fund to keep the beach and good condition.

Greg addressed questions from the membership. The first question asked was if the Board had considered other sources of income. Greg informed the members that the buoy fees will be increased from $850 to $1,000 for seasonal buoys, $450 to $500 for the first half season and $500 to $550 for the second half season. Weekly fees will increase from $150 to $175. Weddings and catered parties fees will increase from $500 to $1,000 per daily event.

The next topic discussed centered around Operating Policies. Rich Wilson the Manager reviewed some changes in operating policies. Our communication systems have changed and we now have a Web page and E-mail to provide information to the membership. We have one E-mail address for accounting issues and another for questions concerning the Beach activities. The buoy program incorporated a requirement for deposits for buoy rentals. Seasonal and half season rentals require a $500 deposit; weekly users are required to pay a deposit of $200. The deposit is to insure that boaters follow the operating policies to insure a safe and convenient operation. Buoys are only rented to property owners who have title to the boat in question.

The access to the park is beginning to change. We plan to have a manned ingress gate for members to use their keys or check in with a staff member and an egress gate for members to exit. Two keys are issued when a member’s annual assessment is paid. If an owner needs extra keys they can only be purchase by contacting our accounting department by mailing in a request. Keys are no longer sold at the beach and can only be purchased by the member.

Picnic table reservations are done in person or by phone within 30 days of the date planed for park use. E-mail or booking on the Web is not currently possible. Small boats may be kept at the south end of the beach.

Bob Thomas, director, was in charge of the playground survey. Bob summarized the results. We had 50% of the members respond to the survey, a 2 –1 were in favor of a playground. The majority preferred to leave the site in its “as is” condition rather than spend a large sum of money on improvements. A question was asked about liability concerns. Pete Hutchins, director in charge of insurance, indicated that an insurance review was being made and he expected results later in the month.

Steve Osborn, President, informed the members about the status of the Gas Station lot. The site basically is the same. We are doing semi-annual testing and finding that the test results indicate a stable environment with various levels of contamination. The report is available if anyone would like to review them. Contact Rich Wilson the manager for the information. The State Clean up fund is currently funding the test. The fund allows expenditure of $1,000,000 dollars. We have spent approximately $250,000 to date. Several questions were asked about the use of the property. A member asked about long term plans for the property. The answer was that we have discussed a Varity of uses but have not decided on any one specific purpose. One member suggested we rent space for boat trailer parking on temporary basis. A second member asked about the use of the site for Sunnyside Market equipment. The answer was addressed with the response that the Board has written a letter informing the owner to remove his personal property.

The meeting was opened to General Discussion and monitored by Steve Osborn. Additional questions were asked about the gas station. Pete Hutchins explained the history of the site and the clean up process we have been following. A member asked about the use of the basketball hoop. We discussed the benefits and disadvantages of the facility. One member proposed a change in our dog policy and suggested we set up an area at the south end of the beach for a dog run and dog care center. A show of hands indicated that the majority of members were against a change in policy. A question was asked about our salary and wage cost. It was pointed out that employees do get periodic wage increases and that the cost also is impacted on the length of the season. More people are using the beach more often.

The final topic for the meeting was the election of directors. There were four sets up for election. All four directors indicated a desire to re-run and were nominated by the Board. The directors were Karl Walter, Nancy Morse, Greg Gilbert, and Bob Thomas. The meeting was opened for additional nominations. There were no new nominations the current directors were elected by default.

The meeting ended in favor of free hot dogs, soda, and beer at about 12:45.
