Annual Property Owners Meeting
July 4, 2009
Minutes
- Open meeting – Bob Thomas
President Bob Thomas called the meeting to order at 11:02 AM at the Tahoe
Park Beach, 1700 Sequoia Ave., Tahoe City, CABoard Members present:
Bob Thomas, Margaret Pinter, Beverly Hemphill, Nancy Morse, Milt Hyams, Pete
Hutchins, and Gregg Gilbert
Others Present: General Manager Jim Davisson and Beach Manager Ben
Leech. 131 Members signed in.
Bob pointed out the information tables on the beach today staffed by
members of the Bear League and North Tahoe Historical Society, who were
providing information on their projects.
Bob noted the June passing of Victor’s mother, who was in Tahoe visiting
Victor and his family. Victor had some large expenses in dealing with the
medical costs and final arrangements. To help him defray costs, there is a
donation box at the beach. Bob encouraged everyone to help out if possible.
- Introduction of Board of Directors – Bob Thomas
Bob introduced the Board members.
- Introduction of staff - Ben Leech/ Jim Davisson
Beach Manager Ben Leech introduced this year’s full- and part-time beach
staff.
- Financial report – Jim Davisson
The membership in attendance received copies of the
Financial Reports upon their arrival
at the park and reviewed the accounts receivable and balance sheet. Jim
noted that the cash reserves decreased at year-end 2008 due to the funding,
out of our operating account, for the repair and maintenance projects that
promoted safety and reduced liability as well as fire defensible space
concerns in the park. The Statement of Revenue and Expenses was considered
and specific line items reviewed. Jim noted that the TRPA buoy field
requirements, the key card system, wages and salaries, and the reduction in
legal fees from the triangle property, as reasons for variances in line
items from last year.
Bob thanked Jim and Ben for keeping the park looking so nice. They were
acknowledged by a round of applause.
- Summary of park maintenance – Ben Leech/Jim Davisson
This item was addressed throughout the meeting as Jim and Ben noted
improvements.
- Assessment for 2010 - Bob Thomas/Gregg Gilbert
Bob explained that many years ago, the Board decided to minimize costs to
existing members by having new homeowners pay a “buy in” fee to join the
Association. However, as fewer properties turn over, that revenue has
decreased. The Board has been working with accountant and advisor Barbara
Malm to consider ways to reduce costs and increase revenues, while
maintaining service levels.Treasurer Gregg Gilbert announced that
although there will not be a special assessment, the annual assessment would
increase by $25.
- Triangle Property report - Pete Hutchins/ Jim Davisson
Pete reviewed the progress made over the past year as LRM Consulting has
been collaborating with Lahontan on mitigating the contamination concerns on
the Triangle property. Lahontan Water Quality Board has agreed that ozone
treatments should be an effective way of cleaning the property. The state of
California has agreed to use California Clean-Up Funds for the project,
however, because of the state’s budget issues, that money has been frozen.
In the meantime, Pete has been working with our attorneys and consultants on
planning our final strategies to bring this matter to closure.An owner
asked if Lahontan has a timeline for getting the work completed. Bob replied
that there is no pressure from Lahontan on the timing. Pete added that the
necessary agencies have agreed that the ozone mitigation is the way to go
and understands that it won’t happen until the state provides the funding.
An owner asked what would be done with the property once it is clean. Bob
answered the Board has not made any decisions and the owners will be asked
to provide suggestions.
- Fire Department Defensible space inspection results- Jim Davisson
Jim reported North Tahoe Fire inspected the property and was very impressed
by the defensible space work done. The beach received a “clean bill of
health” and will not need to be re-inspected.
- General Discussion-Bob Thomas
An owner stated that this Board is doing a great job. The audience
acknowledged the Board by a round of applause.There was a question from
the floor about motivating people to get current on their dues. Bob
explained Jim has taken an aggressive stance in contacting people to get
their dues paid. Owners who are not current are not allowed to use the
facilities. When the property is sold or refinanced, a lien is put on the
property to get the dues paid. Bob said Jim is willing to work with
delinquent owners to develop a payment plan.
Philip Snead stated the Board is doing a phenomenal job! He asked about
restrictions on the size of parties, in order to maintain the family-like
atmosphere. Jim said all rules are on the website. Parties of up to 50
people are acceptable all season. Parties larger than that, or are catered
or have live entertainment, are only allowed in May and June, September and
October.
Dave Anderson feels the beach property is a fantastic value for the dues
paid. He noted the rates other facilities charge for weddings and asked if
the Board has considered raising fees for events at Lake Tahoe Park. Bob
replied that the Board has made a decision to limit weddings to immediate
family members. Use of the beach is a service provided to members and rather
than make money, it was decided just to cover expenses.
John Cunningham asked about minutes being published on the website. Jim
explained the challenges with the webmaster, adding that all minutes are now
on our website.
Ralph Udack commented that everyone seems to be doing a good job with
yard cleanup. He asked what could be done with properties that do not comply
with defensible space. Jim noted that this Association only handles the
beach and suggested that North Tahoe Fire Department be contacted.
Russ Pratt asked a similar question regarding defensible space for fire
safety, particularly on Forest Service property. Bob reiterated this
Association’s responsibility is only the beach. He suggested the appropriate
agencies be contacted.
- Election of Directors- Bob Thomas
Bob said he, Nancy Morse, and Gregg Gilbert were up for reelection and asked
for other nominations from the floor. There were none.
M/S/C to close nominations and approve the proposed slate by affirmation.
- Hot dogs, drinks, and adjournment – Bob Thomas
There being no further business to come before the Association, the meeting
was adjourned at 12 noon.
