Annual Property Owners Meeting
July 5, 2008
- Open meeting - Bob
President Bob Thomas called the meeting to order at 11:06 AM at the Tahoe
Park Beach, 1700 Sequoia Ave., Tahoe City, CABoard Members present: Milt
Hyams, Bob Thomas, Margaret Pinter, Beverly Hemphill, Nancy Morse, Milt
Hyams, and Pete Hutchins
Board Members absent: Greg Gilbert
Others Present: General Manager Jim Davisson, Beach Manager Ben Leech,
Kara Fox, Recording Secretary and approximately 106 Association members.
- Introduction of Board of Directors
Bob introduced the Board and mentioned that Greg was absent due to a family
emergency.
- Introduction of Staff, recognizing Victor is starting his 22nd year
with our park – Bob/Ben
General Manager Jim Davisson, Beach Manager Ben Leech, and the beach staff
were introduced. Ben reviewed staff hours and discussed the importance of
swimmers and their parents paying attention to the incoming boats and the
necessity of the swimmers to heed the staff directions at the time. The
piers are for boating first, sunbathing second, swimming third, and fishing
fourth. Boaters should also pay special attention when approaching the piers
to avoid any unfortunate accidents.
- Summary of park improvements & activities – Jim/Bob
Jim reviewed the park improvements including the paving and staging at the
park entry area, the completed air compressor filling station, the status of
the bulkhead work, the finished horseshoe pits, and reorganization of the
picnic tables to increase reservation options. He explained the fence work
being completed at the south end of the beach and the bumpers on the piers.
Jim noted that after the big storm last year a complete survey of the buoy
field was done and repairs and replacements done as needed. A new high-speed
internet access point will installed allowing for access while at the beach.
Jim noted that in an effort to keep costs down, staff has done all the work.
He said the Association is trying to shave costs without shaving results
every chance they get. He reviewed the plans for future improvements,
including fencing on the bulkheads, redoing the stairs, ramps, and railings,
and new coordinated signage. Jim noted that only minor projects are
scheduled for the rest of this year due to the completion of all the major
projects scheduled for this year.
Bob said Jim has been doing an outstanding job to keep costs down. He
noted that kayak storage has been a point of concern and that staff will
build two more kayak storage areas next week. One will take care of current
requests for annual storage and the second one will be for weekly rentals.
Because of the demand, kayak storage will be restricted to property owners
and family only, and no renters.
- Financial report - Jim
Jim reviewed the 2008 budget, noting specific line items. As of July 3,
2008, there is $221,000 in the bank. At the end of the year, staff will see
what projects can be completed. The current budget will be put on the
Association web site for review.
- Dues to remain the same – Bob
Bob reported that dues would not be raised next year. The Board and staff
will look at how to scale down and dues will stay at the $235 level.
- Triangle property progress – Pete
Pete reported that the Lahontan Regional Water Board is being collaborative
and working with the Association. The clean-up contractor will continue to
monitor wells and has proposed that an additional 8 to 10 pilot wells be dug
and monitored over the next year to help mitigate the cleanup process and
give 100 percent cleanup with Lahontan. That will be done over the next 6
months. Pete noted that the Association is covered by a federal insurance
fund and the attorney’s suggestion is to make an insurance application.
Milt explained the steps that have been taken to resolve the title of the
property. By judgment of the court, the Association now has full authority
to manage it.
Milt noted that the increased traffic on Highway 89 has made crossing the
street to the beach hazardous. The Association will petition CalTrans to get
a crosswalk at Fir.
- Fire danger & mitigation
North Lake Tahoe Fire Protection District Battalion Chief Dave Rubin
discussed issues of interest to property owners. He said that a benefit
assessment last fall was passed by voters last fall, allowing the District
to hire a defensible space inspector and purchase a second chipper. To be
put on the list for the free chipping program, call the recorded line at
546-4347. Following the Angora and Washoe fires last year, the fire
districts worked with TRPA and the fire commission to allow homeowners to
cut down trees that are less than 14 inches in diameter without a permit.
The red flag program was reinstituted, so on days when the weather is
extreme there will be red flags on fire stations noting that fire danger is
critical. Chief Rubin left “Living with Fire” publications at the park entry
gate and they are also available at the Tahoe City Fire Department. The
pamphlet points out seven steps on how to do defensible space.
A homeowner asked about built-in fire pits. Chief Rubin said a cooking or
warming fire is allowed, but it needs to be attended with an area of 10 feet
around it. A homeowner asked about regulation of trees. Chief Rubin said
that fuels should not be touching trees. Thin them out to 10-foot distance
and thin out ladder fuels. A homeowner asked if having woodchips was OK.
Chief Rubin said it is OK to have them in a flowerbed, but in the
springtime, break up pine needles in the 5 to 30 foot zone. A little bit of
pine needles is OK, but big accumulations are a problem. A homeowner wanted
to know what to do about absentee homeowners that are not maintaining their
defensible space. Chief Rubin said to talk to them first, and then call
546-2212 and the district will do a courtesy inspection. There were other
questions regarding propane BBQs, burning brush on property, wood chips, and
the California Tahoe Conservancy (CTC). Chief Rubin said the CTC has been
more responsive than in the past about cleaning up brush on their property.
There will be a free pine needle drop off day on July 12, 9 a.m.-3 p.m. at
North Tahoe Regional Park in Tahoe Vista off National Ave.
- General discussion – Bob
Bob opened the floor up to any homeowner who had a question or concern.
Laun Gottschalk on Pine Ridge Road wanted to know if anyone else was
interested in getting a dumpster next week or weekend for pine needles.
A homeowner said she was upset because no notice was sent out indicating
the date of today’s meeting and the time of the meeting was wrong. Bob
apologized for the mistake and said the meeting notice will go out with the
bills in the future.
A homeowner introduced herself as Michelle and said she lives next door
to the Triangle property. She lives here year-round now and would like to
meet other homeowners.
- Election of Directors – Bob
Bob explained the duties of a Board member and said four members are up for
re-election for a two-year term: Milt Hyams, Pete Hutchins, Margaret Pinter,
and Beverly Hemphill. He opened up the floor to anyone who would like to be
put on the ballot.Homeowner Michael Dilge said he wants the family theme
to continue and would like his name to be put in the running for the Board.
Homeowner Jack, who has been a member since 1969, complimented the
current Board of Directors. He said of all the years he has been a
homeowner, he has never seen the quality of facilities we have. He said the
Association is lucky to have this group and he would be happy to run down
the road but is happy with the current Board. There was a round of applause.
Homeowner Steve Cantor, a retired police chief who has lived here since
1972, said he was on the Board in the 1970s and 80s. He is retired and lives
here 7/8ths of the time. He is concerned about the increased traffic and
would like to put his name in the running.
The current Board members spoke explaining why they would like to be
re-elected.
After the ballots were counted, it was concluded that current Board
members Milt Hyams, Pete Hutchins, Margaret Pinter, and Beverly Hemphill
were re-elected.

There being no further business for consideration, the meeting adjourned at
12:21 PM.
